I am sorry for the drowning loss of President Thomas son; however 911 calls do not issue caller GPS coordinates. Without accurate location description, with buildings & street address, these issues are a national problem. Yes, improve the system. Trashing the establishment is a popular pastime. Where was his swimming buddies for safety. Response time is generally 10 to 20 minutes anyway. If underwater that long, irreparable damage occurs.
