Called about an incident in progress, newborn puppy having various chemicals poured and sprayed over it in parking lot while it screamed and struggled to get free, police responded and did nothing and then animal control arrived and apologized to the man doing the torturing and proceeded to spend the next hour helping a woman get her keys out if her car while puppy layed in closed car. Calls to ombudsmen office were a run around and passed off back and forth and woman claiming to be the highest ranking supervisor said she knew about incident but that her officer was insisting nothing was wrong. Gave up and called news station.
